
TEMS - Trusted European Media Data Space, cofinanced by Digital Europe programme, is setting the foundation for a dynamic, trusted environment where media data can be shared and utilized across Europe. At the core of this ambitious effort is the "Media Data Ecosystem Adoption and Governance" work package, led by acatech – Deutsche Akademie der Technikwissenschaften.
As a transversal activity, it interlinks all other work packages and tasks, ensuring a coherent and sustainable development of the TEMS Media Data Space. Its primary mission is to define and manage who participates in TEMS and to establish the governance mechanisms needed for trust, security, and collaboration.
Specific Objectives
The "Media Data Ecosystem Adoption and Governance" aims to achieve:
- Set up and implementation of governance structures for the Media Data Space, including establishing a governing entity.
- Implementation of a common licensing framework covering intellectual property, copyright, and use/reuse rights.
- Definition and drafting of the legal framework for trusted data intermediation and data space roaming.
- Development of participation rules and mechanisms to ensure compliance by all stakeholders.
- Alignment with other European data spaces to promote cross-sector collaboration, enabling similar rules and services.
- Strategic definition of cross-sectorial TEMS services and pathways for pan-European expansion.
Strategic Questions in Focus
For the last 6 months partners from around Europe have been addressing addresses critical questions essential for the operational and strategic success of TEMS, such as:
- Who will be approved as a TEMS participant, and what eligibility criteria will apply?
- Who will form the TEMS governance body, and what rights, obligations, and functions will they have?
- Who are the data providers, and how will this information be reflected in metadata?
- Who are the prospects and future consumers of TEMS?
- How will participants be distributed across sub-sectors during onboarding?
- What varying conditions will apply across different sub-sectors?
- Who will be able to offer services within TEMS?
Bringing User Experience and Cross-Sector Insights
An important contribution comes from ARCTUR`s Tourism 4.0, which brings its expertise from a user experience perspective to TEMS. ARCTUR ensures that the governance and participation models are designed with real-world usability and user engagement in mind. Furthermore, ARCTUR is working to align the TEMS Media Data Space with other European data spaces, such as those dedicated to Tourism and Cultural Heritage, ensuring interoperability, consistency, and broader cross-sector opportunities across Europe.
By addressing governance, legal, operational, and user-centric aspects, the Media Data Ecosystem Adoption and Governance work package is ensuring that TEMS becomes a trusted, scalable, and truly European media data space.
